It is with great pride and humility that I step into the role of President of the Oklahoma Association of School Business Officials. I want to thank Ms. Stacey Butterfield for her hard work and dedication serving as your president last year. With the retirement of Ann Wade, Stacey led the Board of Directors through the stages of selecting your new Executive Director Dawn Pearce. I also want to thank our outgoing board member Cindy Shiever for her years of service with OKASBO. Stepping into Cindy’s position is Lori Smith. Lori is the CFO of Edmond Public Schools. Lori will bring a wealth of knowledge to OKASBO. I want to welcome our new Executive Director Dawn Pearce. Dawn brings excitement and high expectations to our organization. The Board of Director’s are excited about Dawn and her vision for OKASBO’s future. I want to encourage each of you to join and get involved with OKASBO and ASBO International. As school business officials with a flat budget and a growing student population in Oklahoma, you face tough financial challenges in school year 15-16. OKASBO can help you with these challenges by learning and networking from the experts in the field of school finance. The fall OKASBO conference was a great success in September. I believe we set a new Oklahoma attendance record for attendance at ASBO International Conference in Dallas. Thank you OKASBO members for supporting Brenda Burkett during the conference. We are proud of Brenda in her role as Vice President of ASBO International. Last but not least, I want to thank our retiring Executive Director Ann Wade. OKASBO Fall Conference Highlights The OKASBO 2015 Fall Conference was filled with lots of learning and networking opportunities. Check out some of the following highlights from this year’s event.
The wonderful Chickasha High School Steppin’ Out Show Choir, under the direction of Mr. David Briscoe, kicked off the conference at the Reed Center located in Midwest City.
We had two great opportunities to hear about the legislative impact of ESEA and other state measures that affect school funding. These two sessions are just a small sampling of the knowledge that OKASBO members took advantage of during the Fall Conference.

Sam called upon us as business professionals and leaders to be the positive change that is needed in our work and the world today. We choose this way of life, according to Mr. Glenn, and his life was a testimony to happiness, humor, and a positive attitude.

Directly Speaking... If you are a member of ASBO International, then you received the November edition of their magazine, School Business Affairs (SBA). In this edition, the articles and information focus on Ms. Dawn Pearce financial managers and their role in supporting instructional practices and student achievement. Executive Director, One article, authored by Jay C. Toland, talks about the importance of school business officials OKASBO in their assistance of allocating and aligning resources for the betterment of schools. I could not agree with him more. During one of my recent graduate courses on school leadership, we reviewed a body of research regarding the importance of aligning resources for educational success. This meta-analysis, provided by Dr. John Hattie, indicated a high correlation between well aligned and meaningful resources, with the successful academic achievement of students. As I think about the connection between the article and the research, I can't help but see how this information continues to anchor the value of the jobs that each of us does daily in our districts. We have an important role in the success of both teachers and students as we facilitate the operation and financial support of our schools and ensure that those important resources are accessible and relevant. We will continue to be a valuable asset to our districts as we look for new and innovative ways to support the education of our students. As we face some challenging financial times in education, let’s remember the mission at the heart of our work, the kids of Oklahoma. Leroy Holloway Professional Development Grant Dear Oklahoma ASBO Board of Directors and Members of the Professional Development Committee, Earlier this year, while doing a little spring cleaning, I came across some boxes filled with notebooks that contained agendas and handouts from a number of OKASBO conferences, dating back to 1996. As I read through the numerous documents, it occurred to me that despite attending many years of Oklahoma conferences, I had not made much effort to attend the International ASBO Conference. I applied for the scholarship and am deeply honored to have been selected as the recipient of this award. It was everything I had hoped for and much more. The Gaylord Texan Resort was absolutely beautiful; it was a “mini-city” all under one roof. There were so many workshops to choose from, it was difficult to fit them all in. One in particular, “How to Build Award Winning Budgets” was especially inspiring. It was great to see real budgets presented, while learning methods and techniques from colleagues who work in schools across the country. This truly motivated me to step up my game. Other workshops included topics on internal controls, how to create and deliver dynamic presentations, making school finance understandable again, and many more. The Expo provided time to network with exhibitors and to learn about some exciting products and services. And then, there were the general sessions. While the first general session was exciting and engaging, the second general session was absolutely outstanding. There was an electrifying sense of pride emanating throughout the room, specifically when surrounded by Oklahoma friends and colleagues, they introduced Brenda Burkett from Norman Oklahoma as the new ASBO International President. The comradery among the Oklahoma group was noted and envied by many of the attendees from other states and countries. Not only were we easily recognizable (thanks to our red and black shirts), but our group met for breakfast and a photo, we traveled together to other venues, we participated in a few Texas style activities, and enjoyed a tour of the Dallas Cowboys stadium. After the events had concluded for the day, we were able to meet again to watch a game, spend time visiting, and even a bit of relaxation. I would undoubtedly challenge and encourage other Oklahoma ASBO members to apply for this scholarship. I was able to meet people from all across the United States, as well as gain resources and knowledge to help me be more successful in my job. It is with my sincere gratitude, that I say thank you to the Committee and the Board for awarding me with the Leroy Holloway Scholarship to attend the ASBO International Conference in Grapevine Texas. ASBO International Passion for the Profession – Life Long Connections Twenty five years ago, I walked into my first ASBO conference. I looked at all of the School Business Officials milling around, talking, chatting, laughing with each other, and I thought “Wow…I don’t know any of these people. I’m sure glad that my boss is here with me”. Fast forward to 2015. Now I walk into the ASBO conference, and I see some of my best friends that I’ve gotten to know over the years. That is what I love about ASBO: the friendships, the sharing, and the connection that we all have with each other. School business officials have a passion for this wonderful profession. Public Education is the backbone of our nation. We provide a quality education in an environment that accepts all children regardless of color, religion, socio-economic status, or academic abilities. We offer opportunities for ALL students to reach their potential. We provide support for families who may be struggling. And we often times provide the basics: breakfast, lunch, school supplies, and clothing…so that all kids can look the same, and feel the same. My district, and most of your districts, do this work very well.

Today, public education is under a microscope with choice being offered as the model to serve students. We can win the choice discussion because given a choice, most communities and families will choose public schools. Our job as school business officials is challenging. We must apply instructional resources to assure the academic success of those students not performing at a proficient level. But we have to be aware that even smart, gifted kids drop out of school, too. We have to keep them engaged, involved, and keep our investments in technology current. How do we do that, especially in these trying budget times? That is where sharing ideas and networking within ASBO comes into play. No one person is as smart as we all are collectively. Why not collaborate together, why not figure it out together, and why not build relationships…and have some fun together… along the way? It’s important to be engaged, and I firmly believe that you will get so much more out of your job, and your career, if you step up, attend the ASBO conferences, and participate in the conversations. We turn to each other for answers. No one understands the role of a school business official like another school business official. So let’s help each other out! I have a passion for this profession…and for ASBO. I have served on the Board of OKASBO and have been your OKASBO President in the past, and now I am honored to serve as the 2016 President of ASBO International. I look forward to this leadership role, and the opportunity to connect and re-connect with fellow ASBO members all over the nation. I challenge you to make your own life long connections with fellow ASBO members. I think you will find that the ASBO family is truly that…a family. And I am honored to be a part of it.

2016 Strength in Education Scholarship
Security Benefit is providing one, $1,500 scholarship for a student pursuing a degree within the K-12 education field from an academic institution beyond high school.
Criteria
Graduating high school senior Resident of the state of Oklahoma Pursuing a certified degree in education or directly supports the educational system, including (but not limited to): • Teaching • School Administration • Counselling • Librarian • Child Psychology • Occupational Therapy (speech, learning disabilities, etc.) • Dietician • Music Instruction Letter of recommendation • From school administrator, teacher, coach, or other civic leader Letter of application Applicants should submit a letter of application that covers some of the following questions: • Why they chose their specific career path • The impact they want to make in education, the classroom, or the lives of children • Describe an issue/program that they’ve experienced or seen that they want to change or improve -or- Provide an example of an experience or program that made an impact upon them as a student.

The OKASBO Business Official of the Year Program is open to all OKASBO active members having at least one (1) year of membership prior to nomination. The OKASBO Business Official of the Year is a peer recognition program for outstanding service, innovative plan design and implementation, or other exemplary business practices within school business management. Nominations will be accepted from OKASBO Active or Honorary Members, immediate supervisors, and local boards of education. Self-nominating applications will be rejected. All entries must be made using the official application with attachments. Entries must be postmarked by January 31, 2016. 2015. Entries postmarked after this date will be returned. January 31, The award winner will be required to submit a 100 word biography along with a professional photograph be used in the program brochure and press releases. The decision of the independent selection committee is final.

School Business Official of the Year Selection Committee This committee is composed of the past winners of this award and they are responsible for updating the application form and distributing applications statewide to all districts and superintendents. This application should be included in the November OKASBO News (or a notice that the application is available). This committee will evaluate the applicants and recommend a candidate for this award to the OKASBO Board. In the event no applications are received, the committee may choose an Oklahoma ASBO member who is to be recommended to the OKASBO Officers and Board of Directors, who will make the final selection. The criteria for this program will be reviewed periodically. Recommendations to change to the selection criteria will be submitted to the general membership for comment through the newsletter or at the spring or fall conference.

Financial Assistance Program One of the constant challenges of public school administration is staying current on school finance and the changes in education law affecting it. To address this challenge, the Cooperative Council for Oklahoma School Administration (CCOSA), the Oklahoma Association of School Business Officials (OKASBO) and Vernon Florence Consulting (VFC) has developed a program to assist school districts with budgeting, financial planning, funding projections, OCAS coding and fund balance projecting. Other workshops included topics on internal controls, how to create and deliver dynamic presentations, making school finance understandable again, and many more. The Expo provided time to network with exhibitors and to learn about some exciting products and services. And then, there were the general sessions. While the first general session was exciting and engaging, the second general session was absolutely outstanding. There was an electrifying sense of pride emanating throughout the room, specifically when surrounded by Oklahoma friends and colleagues, they introduced Brenda Burkett from Norman Oklahoma as the new ASBO International President. The comradery among the Oklahoma group was noted and envied by many of the attendees from other states and countries. Not only were we easily recognizable (thanks to our red and black shirts), but our group met for breakfast and a photo, we traveled together to other venues, we participated in a few Texas style activities, and enjoyed a tour of the Dallas Cowboys stadium. After the events had concluded for the day, we were able to meet again to watch a game, spend time visiting, and even a bit of relaxation. I would undoubtedly challenge and encourage other Oklahoma ASBO members to apply for this scholarship. I was able to meet people from all across the United States, as well as gain resources and knowledge to help me be more successful in my job. It is with my sincere gratitude, that I say thank you to the Committee and the Board for awarding me with the Leroy Holloway Scholarship to attend the ASBO International Conference in Grapevine Texas.
